(C) SUMMARY: On March 20-21, Indonesian National Police (INP) units, including Detachment 88 officers trained by DS/ATA, carried out CT operations in Central Java that resulted in the arrest of at least five suspected terrorists. INP units fatally shot one suspect in a shootout Tuesday night. Additional operations are expected through the weekend. The INP said the suspects were part of the Jemaah Islamiyah (JI) terrorist network and closely linked to Abu Dujanah, one of the most senior JI operators. The INP also seized automatic weapons, ammunition, homemade grenades and explosive material, including 300 kilograms of potassium chlorate and 20 kilograms of TNT. Contrary to initial press reports, Abu Dujanah was not among the suspects arrested thus far. The arrests were another example of the ongoing terror threat facing Indonesia and the INP's active pursuit of suspected terrorists. END SUMMARY ¶2. (C) INP CT units, including Detachment 88 teams trained by DS/ATA, conducted operations this week in Central Java that targeted senior JI leader Abu Dujanah and his close associates, resulting in the arrest of at least five terror suspects. The arrests exemplify the ongoing terror threat facing Indonesia. New information obtained by the INP during the raids could likely lead to more INP operations against Abu Dujanah's network through the weekend. Contrary to early press reports, Abu Dujanah was not among those arrested in the March 20-21 operations, despite several weeks of intense INP surveillance of his activities. An INP investigator who had monitored Dujanah told us that the terrorist leader had turned off his cell phone and left his house just hours before the raids. Public INP statements indicate investigators believed Dujanah was still in the general Yogyakarta area, the current focus of the INP's operations. ¶3. (C) Based on preliminary information from our INP contacts and local press reports, the terror suspects arrested in these ongoing INP operations included Mujadid (a key figure in Central Sulawesi violence),Suparjo (shot during the March 20 raid and recovering under heavy security at a local hospital),Malik, Tedi (aka Sarwo Edi) and Akhiyas. Terror suspect Agus Surya (aka Agus Mahmudi) was shot and killed during the operations. ¶4. (C) In addition to the arrests, preliminary information indicated that items seized by the INP during this week's operations included several automatic weapons (AK47 and M16), approximately 2,900 rounds of ammunition with magazines, 200 active detonators, two improvised firearms and one machete. Preliminary press reports indicate that the explosive material seized by the INP included 16 homemade grenades, approximately 300 kilograms of potassium chloride and 20 kilograms of TNT. HEFFERN
