STATE 164809 ¶B. JAKARTA 3314 Classified By: Pol/C Joseph Legend Novak, reasons 1.4 (b,d). ¶1. (C) SUMMARY: Pol/C reviewed Ref A points with Indonesian and Australian counterparts. A GOI contact said his government looked at the Indonesian-hosted Proliferation Security Initiative (PSI) conference to be held on December 12 in Jakarta as a serious opportunity to continue the discussion with key partners on maritime security issues, including nonproliferation. He appreciated that the USG was sending a representative on such short notice. END SUMMARY. ¶2. (C) REVIEWING POINTS WITH GOI: On December 10, Pol/C reviewed Ref A points with Andy Rachmianto, Deputy Director of the Multilateral and International Security Office at the Department of Foreign Affairs (DEPLU). Pol/C noted that the USG appreciated the GOI's decision to host a conference on PSI. The USG planned to send a Washington-based expert to the December 12 conference. This expert will review USG views on PSI and other maritime security issues. Pol/C noted that it was important that Indonesia receive information re PSI from more than one source, and it was positive that Australia and the UK would also participate in the conference. Pol/C urged that the GOI also invite other countries to participate as appropriate. ¶3. (C) Rachmianto replied that the Indonesian government looked at the PSI conference as a serious opportunity to continue the discussion with key partners on key maritime security issues, including nonproliferation. Noting that he would be giving a paper, he said he appreciated that the USG was sending a representative on such short notice. He noted that representatives from a number of other countries would participate in the conference. ¶4. (SBU) AUSTRALIAN INVOLVEMENT: Pol/C also reviewed Ref A points with Australian Embassy Pol/C Justin Lee. Lee agreed with our points. The conference and its agenda was not perfect, but it represented a chance to continue discussion of PSI with the GOI. Lee confirmed that Australia would be sending a representative from Canberra. Australia hoped to discuss next steps with the USG re PSI and the Indonesian participation question during the conference. HUME
