1. (SBU) On November 20, Pol/C reviewed reftel points with
Albert Matondang, a senior official at the Coordinating
Ministry for Political, Security and Legal Affairs. On
November 19, Pol/C also delivered points to Trini Gunarti,
Deputy Director for North American Affairs at the Department
of Foreign Affairs (DEPLU).
2. (C) Pol/C underscored--with both interlocutors--that
Iran's cooperation with the IAEA remains selective and
incomplete. He also noted that Iran had an obligation under
UNSCR 1747 to halt all reprocessing activities--an obligation
it has yet to meet. Iran's failure in this regard warrants
immediate action by the UNSC. Pol/C urged that Indonesia--as
a member of the UNSC--press the Iranian government to meet
all its international obligations in a complete and
verifiable manner.
3. (SBU) Neither Matondang and Gunarti had a substantive
response. Gunarti said the Indonesian government was
reviewing the IAEA report and would carefully consider the
USG position.
4. (SBU) As part of Mission's comprehensive outreach strategy
on Iran, Mission plans to host a digital video conference
(DVC) with U.S. PermRep to the IAEA Ambassador Gregory
Schulte, and Indonesian policy-makers and foreign policy
experts on November 20. The DVC will provide an opportunity
to make the case on Iran's non-compliance directly to key
Indonesians.
