1. (U) Mission delivered demarche points ref a to Director
for Public Diplomacy Umar Hadi and to Director for North
American Affairs Harry Purwanto at the Department of Foreign
Relations on October 31 and November 1, respectively.
Mission is in regular touch with Hadi on this issue and will
continue to discuss U.S. themes with him in the run-up to the
Community of Democracies (CD) meeting in Bamako.
2. (C) Hadi said Indonesia planned to send a senior
diplomatic official, possibly an ambassador from a
neighboring African country, to the CD meeting. Indonesia
was still considering whether to attend the Asia Pacific
Democracy Partnership (APDP) initiative meeting on the
margins of the CD, and would try to respond more definitely
in the next few days.
3. (C) Purwanto said Indonesia would not stand in the way of
the initiative and recommended that it be as inclusive as
possible. He noted that Indonesia supported "homegrown
democracy," meaning democracy which emerged from within a
country rather than being imposed from the outside.
4. (C) Per request ref c, Mission also contacted Australian
and Canadian counterparts to solicit support for the ADPD
with the Indonesian government. The Canadian Embassy agreed
to do so. The Australian Embassy said it would consult with
Canberra and get back to us.
