(C) Per Ref A, we conveyed text of revised U.S. proposal for an Inter-Sessional Meeting (ISM) on Non-proliferation (Ref B) to Deputy Director for ASEAN Regional Forum (ARF) Affairs Aji Surya at the Department of Foreign Affairs (DEPLU) on October 24. Per guidance, we explained U.S. thinking on the compromise language re the proposal's title, emphasized the importance of obtaining Foreign Minister Wirajuda's approval, and pressed for a response by October 26 at the latest. ¶2. (C) Surya, who has been our interlocutor on ARF issues including the discussion of this matter, said the decision had to be made by DEPLU's Director for International Security and Disarmament, Desra Percaya. Percaya would be back in the office on October 25. We therefore contacted Dupito Simamora in Percaya's office to reiterate our request and concerns. ¶3. (U) We also conveyed to Surya EAP/RSP's request for a meeting with Indonesian head of delegation Ibnu Hadi on the margins of the upcoming ARF meeting in Brunei.
