¶1. (S) Embassy delivered reftel demarche on October 10, 2007,
to Aris Munandar, Deputy Director for Terrorism at the
Ministry of Foreign Affairs. He said that Indonesia would
not place a hold on the designation of the Iraqi individual
(Fawzi Mutlaq Al-Rawi, the leader of the Iraqi Wing of the
Syrian Ba'th Party) named under 1267. Munandar deferred to
his colleague, Andy Rachmianto, Deputy Director for
Non-Proliferation on designations of the other six Iraqi
individuals under the United Nations 1518 Committee.
Rachmianto later told Munandar he would consult his
colleagues at the Indonesian Mission to the United Nations in
New York for their views.
