(U) This is an Action Request: Please see para 2. ¶2. (S) Action Request: In June 2007, the Indonesian National Police (INP) captured two top Jemaah Islamiyah (JI) operatives, Abu Dujana and Zarkasih (information on both is contained in para 5). Mission's rewards working group has reviewed the circumstances regarding these two captures and believes that the INP,s efforts were meritorious. In light of this, we request that the counter-terrorism branch of the INP be considered for rewards-in-kind compensation under the Department of Defense (DOD) Rewards Program based at U.S. Pacific Command (USPACOM). We will send complete information packets on each recommendation for rewards-in-kind to USPACOM through separate channels. End Action Request. ¶3. (S) If these reward requests are approved, they will be the first cases of rewards-in-kind to the INP and will help form a multi-pronged approach toward rewarding counter-terrorist units which conduct successful, significant counter-terrorism operations. Such rewards provide the INP with tangible acknowledgment of their successes in the form of critical training and equipment, and thereby help to develop Indonesia's counter-terrorism capabilities. However, due to local sensitivities over our close ties to the INP, the delivery of the rewards-in-kind will occur discreetly and will not be publicized. Therefore, we strongly request no word of these rewards be included in unclassified press, public or Congressional reports. ¶4. (S) These rewards complement those provided under the DOJ Rewards for Justice (RFJ) program to INP informants for information leading to arrests of terrorists. We appreciate participation of both the DOD Rewards Program and the DOJ Rewards for Justice (RFJ) programs. We firmly believe that the ability to reward discreetly key INP units represents an essential part of our effort. ¶5. (S) Highlights of the significance of these two arrests include: ¶A. Abu Dujana: The military chief of JI, Dujana likely planned or had knowledge of various terrorist attacks throughout Indonesia in recent years. Dujana also provided support to extremists attempting to exploit communal conflicts in Sulawesi. During Dujana,s arrest by the INP (which he resisted),several associates were also captured and possessed several ready-made explosives along with components for additional bombs. ¶B. Zarkasih: The operational chief of JI, Zarkasih had in-depth knowledge of JI activities and was associated with several extremists who were extensively involved in terrorist activities. Because Zarkasih kept a low profile, the extent of his involvement in planning and execution of previous JI attacks is still unclear, but his capture by the INP is a significant event. HUME
