(SBU) Mission has established an interagency working group to identify major Indonesian corruptors for possible treatment under Presidential Proclamation 7750 (PP7750). PP7750 allows the USG to revoke the U.S. visas of highly corrupt public officials, their private sector enablers, and their dependents in order to deny them safe-haven in the United States. ¶2. (SBU) In its examination of how best to implement PP7750 in Indonesia's complex political and social environment, the working group is focused on ensuring that use of the mechanism will not produce negative unintended consequences to U.S.-Indonesia relations. Informal conversations by working group members with Indonesian officials indicate that the GOI welcomes the judicious implementation of PP7750. To this end, the group has focused on possible PP7750 cases that, if successful, would be mutually beneficial to the USG and GOI, including for example the individuals on the GOI Attorney General's (AGO) own list of Indonesia's "most corrupt." ¶3. (C) While we determined that all of the AGO's "most corrupt" are ineligible for PP7750 treatment because most have already been convicted of crimes of moral turpitude and are therefore ineligible for a visa under INA 212(a)(2)(A)(1),our investigation into these individuals has yielded the following tangible anti-corruption results: -- Visa Revocation: We are in the process of revoking the U.S. visa of Sudjiono Timan, a corruptor on the AGO list who was sentenced to 15 years in jail on December 3, 2004, for his connection to a $222.2 million corruption case. Timan, who is currently a fugitive and thought to be in Singapore, was issued a visa on October 19, 2004. -- Consular Alerts: We have entered CLASS lookouts for convicted and suspected high-level corruptors we investigated for PP7750 treatment to prevent them from obtaining U.S. visas in the future. ¶4. (SBU) Mission intends to continue investigating major Indonesian corruptors for PP7750 treatment. Our early experience with the PP7750 mechanism has provided valuable insight into the requirements for its use and the importance of interagency cooperation. HUME
