1. (U) This is an action request. Please see para 4.
2. (C) Mission is in the process of following up with
relevant Indonesian officials to discuss the points provided
ref a on the Proliferation Security Initiative (PSI). Pol/C
plans to meet with Director for International Security and
Disarmament Desra Percaya at DEPLU as well as Ambassador
(ret.) Hasim Djalal to review the points as soon as possible.
3. (C) We note that Australia has just proposed a detailed
agenda, within the scope of the ongoing Australian-led
collective effort to engage Indonesia on PSI (refs b and c),
for a working group which would meet in the third week of
August. Embassy will send a copy of the proposed agenda to
the Department by email to EAP/MTS and ISN. This agenda,
which consists of three sessions and includes a discussion of
both policy and legal issues, offers the potential for an
intensive and in-depth discussion of PSI issues with the GOI.
As far as we are aware, the GOI has not yet formally agreed
to the meeting.
4. (C) ACTION REQUEST: Mission welcomes the Australian
initiative and plans to attend. We recommend that an expert
from Washington attend as well to deepen the dialogue. END
