(U) We discussed reftel issues o July 25 with Andy Rachmianto, Deputy Director frr WMD Issues in the Directorate for Internationa Security and disarmament at the Indonesian Department of Foreign Affairs. Rachmianto stated that, barring any unforeseen developments, Desra Percaya, Director for International Security and Disarmament, was expected to remain the chief player in Jakarta for nonproliferation issues, including the Nuclear Nonproliferation Treaty (NPT). ¶2. (SBU) Rachmianto said Indonesia planned to participate in the upcoming General Conference meetings in Vienna in September and the First Committee of the UN General Assembly in New York in October. Most likely either he or Percaya would attend. ¶3. (SBU) Rachmianto expressed appreciation for the points on U.S. disarmament actions (noted reftel). HUME
