(S) On June 11, Post received the counterterrorism rewards payments requested in Ref A from the Department of Defense (DOD) rewards program at U.S. Pacific Command (USPACOM) for four Indonesian civilian rewards candidates. On June 20, senior Indonesian National Police (INP) CT investigators in Yogyakarta delivered the cash rewards in Indonesian currency (rupiah) directly to the four candidates. These were the first candidates to receive CT rewards under our behind-the-scenes efforts to help the INP develop a more formal CT-focused rewards program (Refs B-D). The four candidates assisted INP CT units in locating top Jemaah Islamiyah (JI) operatives Azahari, Jabir, and Abdul Hadi (Ref A). ¶2. (S) The private, informal ceremony was held on June 20 in a secure venue in Yogyakarta which was selected by the INP and approved by the Embassy's Rewards Working Group (RWG). An Embassy officer and two Embassy-based PACOM representatives traveled to Yogyakarta and witnessed the proceedings and the delivery of the rewards from an adjacent room via a CCTV connection. The INP's Deputy Chief Investigator Inspector General Gories Mere gave brief remarks to the informants in which he identified the rewards as part of an INP program and conveyed the personal gratitude of INP Chief Sutanto. Other INP officers at the ceremony included CT Taskforce Commander Brigadier General Surya Dharma and CT investigators Petrus Golose and Rycko Amelza. Next Steps -------------- ¶3. (S) Post's RWG met on June 25 to review last week's rewards payout and discuss the progress and the way forward on our ongoing CT rewards effort. Both Post and the INP remain in agreement that USG assistance and funding of a rewards program should remain discreet and out of the public eye. Neither the actual payout ceremony nor the identity of the informants will be broadcast publicly, but the payout will be incorporated by the INP into the program's subsequent rewards advertising to encourage public participation by demonstrating that the INP program has provided payouts for information. It is vital to the success of this program that it not be mentioned publicly by US officials. ¶4. (S) Mere and the other INP investigators told us privately after the ceremony that the offer of rewards has increased INP officers' use of informants in CT cases, including the recent arrests of senior JI leaders Dujana and Zarkasih. A senior CT investigator told us soon after the arrests that police informants had first identified the location of these key JI figures. As soon as we receive and process that information from the INP we will prepare and submit rewards application packets to both the DOD rewards program and the DOS Rewards for Justice (RFJ) program. Due to the potential size of the reward for these senior JI figures, Post's RWG urges administrators of both reward programs to consider a combination of cash and in-kind awards. Post requests the reward programs provide the RWG with procedural guidance if applying for such combined awards has special requirements. ¶5. (S) The INP's Deputy INTERPOL Chief has told us the INP plans to develop a call center capability within INTERPOL for transnational crimes, including counterterrorism, and we are in discussions with the INP to assist INTERPOL in that project. Once the GOI creates and actively staffs a call center, nationwide CT rewards advertising will be able to move forward. In the meantime, Post has provided INP INTERPOL with a mobile tip line capability consisting of a laptop, two cell phones, and other accessories which will allow the second phase of rewards advertising to promote one nationwide accessible phone number as the primary means for terrorism reporting. The mobile call center will be deployed with INP CT investigators in the field. The INP will include JAKARTA 00001770 002 OF 002 this mobile call center number on upcoming rewards advertising that will focus on strategically targeted areas which are part of current INP CT investigations. The next phase of rewards advertising will be funded by an $800,000 budget from DOD's U.S. Special Operations Command (USSOCOM) for development, production, and dissemination of a variety of products (TV, radio, print, promotional items, etc.) in support of the current Anti-Violence Program and will focus on reporting to the centralized call number to report any criminal/terrorist activities.
