1. (C) Summary: In a meeting with A/S Christopher Hill on May
29, FM Wirajuda expressed continued reluctance to move
forward on a Kosovo final status resolution, suggesting
instead that the issue be linked to a timetable for eventual
Serbian accession to the EU. On Iran, Wirajuda welcomed the
recent announcement of direct U.S.-Iran talks and suggested
that they be expanded to include issues other than Iraq. A/S
Hill briefed Wirajuda on the status of the six-party talks
and also raised the Hariri tribunal, but Wirajuda did not
comment substantively on this issue. End Summary

Kosovo Final Status

2. (C) Wirajuda showed continued reluctance to seek a
resolution at this time. He stated that he had met with
various parties on the issue, including Secretary Rice, UNSYG
Ban and Javier Solana. He agreed with A/S Hill that Kosovo
constituted a "special case" that would not set a precedent
for future issues. However, he stressed Indonesia's
sensitivity to the issue of sovereignty and territorial
integrity and described Russia's recent veto threat as
necessitating postponing discussion of the issue. Wirajuda
suggested that Indonesia's sensitivity might be lower if the
EU established a timetable whereby consideration of Kosovo's
final status would be linked to the accession of Serbia to EU
membership.

Iran

3. (C) On Iran, Wirajuda defended GOI's favorable vote on the
recent UNSCR as "a matter of principle" and stated that Iran
needs to comply with the international agreements to which it
is a party. He also indicated that the GOI is prepared to
defend its decision before the legislature (DPR) in the
upcoming interpellation hearings. Wirajuda welcomed the
beginning of US talks with Iran and Syria, and suggested that
the talks should encompass other issues besides Iraq. He
mentioned the upcoming IAEA report and asked A/S Hill what
our next step would be. A/S Hill responded that he expected
El-Baradei's report on Iran to be largely negative, in which
case the US would be looking towards further sanctions.

Other Issues

4. (C) At Wirajuda's request, A/S Hill provided a briefing on
the six-party talks. A/S Hill raised the question of the
Hariri tribunal, but Wirajuda provided no substantive reply.
He also mentioned the importance of obtaining a price for the
land upon which the Embassy currently sits in order to permit
the construction of a new facility. Wirajuda responded that
members of the DPR remained sensitive to the issue of land
acquisition in central Jakarta.
