SUBJECT: REQUEST FOR VIGILANCE AND RESTRAINT REGARDING
TRAVEL OF UNSC-DESIGNATED IRANIANS

1. (C) We discussed reftel concerns with Andy Rachmianto,
Deputy Director for WMD issues in the Office of International
Security and Disarmament in the Department of Foreign Affairs
on May 14. We emphasized that it was incumbent upon all
countries to uphold the sanctions imposed through UNSCR 1737
and 1747. We stressed that, although we had received no word
of Indonesian actions inconsistent with these resolutions, it
was not in Indonesia's interest, particularly as a member of
the UN Security Council, to allow travel of Iranian officials
from designated institutions to travel to Indonesia.
2. (C) Rachmianto said the government of Indonesia had
circulated the list of designated Iranians and Iranian
institutions to relevant agencies and had instructed agencies
to be vigilant with funding as well. The list was clear
regarding individuals but less clear regarding institutions.
He related that Indonesia had invited an Iranian official
from a designated institution to a recent conference hosted
by the Indonesian Atomic Agency and the International Atomic
Energy Agency (IAEA) on peaceful uses of nuclear energy, and
that the GOI had sent notification to the 1747 Committee, as
required.
