1. (C) We followed up on ref c demarche (reported ref b) in a
meeting with Carolina Tinangon in the Department of Foreign
Affair's Directorate for International Security and
Disarmament on April 11. Noting preparations were underway
for a conference on the Global Initiative to Combat Nuclear
Terrorism for law enforcement experts, hosted by the Federal
Bureau of Investigation on June 11-15 in Miami (ref a),we
asked whether the GOI had decided to endorse the GI Statement
of Principles, a condition for participation in the
conference.
2. (C) Tinangon replied that the GOI had not reached such a
decision and said the decision-making process would take at
least several months, meaning that a decision would not occur
in time for Indonesia to attend the conference. It was not
at all certain, she added, that GOI would decide to endorse
the initiative, as its objectives and membership seemed very
similar to that of the Proliferation Security Initiative
(PSI). We responded that, despite the similarities and U.S.
support for both, the initiatives were separate and should be
considered on their own merits. We encouraged the GOI to
identify specific questions regarding either program so that
we could address GOI concerns.
