1. (U) SUMMARY: Post is using several channels -- in
coordination with Italian officials -- to invite and
encourage Pakistan to participate in March classes at the
Center of Excellence for Stability Police Units (COESPU).
The Pakistanis seem to want the COESPU training and are on
board with the concept, but we doubt they can quickly pull
together a list of suitable nominees by the February 2
deadline. We should work with Pakistan and Italy to
facilitate attendance at later classes if the March event
falls through. END SUMMARY.
2. (SBU) On January 22, PolOff delivered reftel demarche to
MFA Director (UN I) Haider Shah, the point person on
peacekeeping issues. On January 24, PolOff and Italian
Embassy's first secretary Silvia Marrara met again with Shah
to jointly deliver parallel diplomatic notes asking for
Pakistan's participation in COESPU. At the second meeting,
Shah said that he had already shared the invitation with the
Ministries of Interior and Defense. He said that the
Government of Pakistan was favorably disposed to attending
COESPU and that a formal response would follow shortly.
However, Shah cautioned that compiling nominations would take
time because the Ministry of Interior does not have a ready
pool of suitable officers from which to draw for this type of
initiative. (Note: A Department of Justice official at post,
who has substantial experience working with Pakistani law
enforcement agencies, confirms this -- Pakistan has very few
managers in its police ranks compared to its top-heavy
military. End note.). Shah also asked whether Pakistan
could include military personnel in its list of nominees
because there is "some overlap with the military" in the
Stability Police Unit's purpose.
3. (SBU) Post's Narcotics Affairs Section (NAS) has
informally passed the COESPU invitation and background
information to the Ministry of Interior -- probably the key
decision-maker regarding the training. NAS will also pitch
COESPU to pertinent officials at its February 1 bilateral
steering committee meeting with the Ministry of Interior.
