(SBU) PolChief delivered U.S. proposals clarifying MTCR
Annex material/propellant controls (Ref A) and the white
paper on high energy density fuels (Ref B) to Tarja
Pesamaa, A/Director of the Finnish MFA's Unit for Arms
Control, Non-Proliferation and Disarmament Sept. 6.
Regarding reftel A issues, Pesamaa thanked us for sharing
the US proposals and said that if Finnish technical experts
had any questions or input, they would submit those
directly to US experts through MTCR channels well before
the Nov. 1 TEM. Regarding the specific US questions in
Reftel B, Pesamaa said that Finnish experts would provide
the answers in the next few weeks, and that she would
inform the Embassy once they had done so.
