1. (SBU) On January 14, Pol/C drew on Ref B points and delivered Ref
C points during a meeting with Vuong Hai Nam, Deputy Director
General of the MFA's Asia II (Southeast Asia) Department, and Ha Thi
Ngoc Ha, Deputy Director General of the ASEAN Department. Both
noted that neither Vietnam nor ASEAN has developed a position on the
Burma resolution. "Surely it will be a major topic of discussion
this weekend," Ha volunteered.
2. (SBU) Although the GVN will need time to study the revised
resolution, Nam continued, in principle Vietnam opposes any effort
to interfere in Burma's internal affairs. "Burma needs the time and
political space to deal with its challenges," Ha added. The two MFA
officials pledged to relay our points to the GVN's delegation in
Cebu.
