1. (SBU) On April 27, Pol/C shared reftel's contents with UNHCR's
Hanoi Chief of Mission Vu Anh Son. Son welcomed the news, noting
that his leadership in Bangkok feels the same. The new plan should
help to diminish the pull-factor for ethnic minorities to cross into
Cambodia, he observed. Son pledged to share with the Embassy and
ConGen HCMC any information he comes across on possible P-1
candidates.
