(SBU) On March 15, Poloff met with MFA International Organizations
Department Expert Dang Quoc Hung to deliver reftel points on reform
of the UN's internal system of administration of justice. Poloff
also left a non-paper summarizing the USG's specific concerns. Hung
was not familiar with the proposed reforms, but during our
discussion, observed that the proposed non-binding mediation seemed
to add an additional layer of bureaucracy to the process. Hung said
he would convey our concerns to MFA leadership and to the Vietnam
Mission at the UN.
