1. (SBU) On July 23, Poloff met with MFA ASEAN Department Specialist
Phan Minh Giang to discuss reftel points concerning Vietnam's
position on the initiative to develop an ARF Inter-Sessional Meeting
(ISM) on Nonproliferation. Giang said the GVN has no objection to
establishing the ISM because it is GVN policy to oppose
proliferation of all WMD. He said more than once the GVN would
"prefer" to include disarmament in the name of the ISM in order to
enlarge the areas of discussion and demonstrate the GVN's overall
policy in favor of arms reduction. He referred to Malaysia and
Indonesia as also supporting a broader scope for the ISM. Giang
welcomed the third revised proposal and said it would receive
careful consideration.
2. (SBU) In a subsequent conversation on July 27, Giang confirmed
that the U.S. third revised draft had been forwarded to the GVN's
delegation in Manila. He said that, while there would be some
further discussion with the U.S. delegation in Manila, the latest
draft is generally acceptable to the GVN.
