On November 14 POLOFF delivered talking points on upcoming UN
vote on the resolution condemning rape, per instructions in
reftel A, to Luis Carranza, Director of Multilateral Policy
at the Ministry of Foreign Affairs. Carranza responded that
GOG would support the USG position, saying that "Guatemala
will vote against any amendment that puts in danger the
spirit of the resolution, and as co-sponsor, we will be eager
to stand for the language agreed by the sponsors of the rape
