Poloff spoke on November 9 with Luis Carranza, Director of
Multilateral Policy in the Ministry of Foreign Affairs,
urging Guatemala to co-sponsor the U.S. resolution condemning
the use of rape as an instrument of state policy (ref A).
Carranza said that Guatemala agreed on November 8 to
co-sponsor the UN rape resolution. He noted that Guatemala
has been closely following the changes to the resolution text
and that it fully supports the resolution.
