(U) DCM delivered demarche on the Global Initiative to Combat Nuclear Terrorism to MFA Director General Elisabeth Harper on May 18. Ambassador Harper noted that Guyana has long been sensitized to the fight against terrorism as Guyana was itself victim of two terrorist attacks: the 1976 bombing of the Guyana Consular Office in Port of Spain, followed shortly thereafter by the bombing of Cubana Flight 455 (which originated in Guyana and in which eleven Guyanese were killed). She said that given this sensitivity, Guyana would likely endorse the Statement of Principles and she would forward such a recommendation for consideration by the Foreign Minister and Cabinet. ¶2. (SBU) DCM approached his Russian conterpart in mid-February about making the demarche in concert with the Russian Embassy. It took the Russian Embassy two months to get instructions from Moscow to do so.
