1. (C) DCM delivered demarche on the growing Iran-Venezuela
relationship to MFA Director General Elisabeth Harper on May
18. Amb. Harper took particular note of the points on
weapons technology cooperation. She said that given the
Venezuelan claim on two-thirds of Guyana's territory, Guyana
"views with concern" Venezuela's acquisition of offensive
military equipment. She said the information on the
construction of UAVs for use in Venezuelan border areas is as
disturbing to the GoG as was Venezuela's acquistion of
Russian military aircraft last year.
