1. (S) Per ref a, PolCouns demarched Office of the High
Commissioner (OHCHR) Secretariat staffers Safir Syed
(assistant to Special Rapporteur on Torture Manfred Nowak)
and Michael Wiener (assistant to Special Rapporteur on
Freedom of Religion/Belief Asma Jahangir) on October 30.
Syed and Weiner, who noted they were aware of Mission's
earlier demarche on the subject to Deputy High Commissioner
for Human Rights Kang (ref b),said they would discuss the
issue with their SRs -- currently in their home countries of
Austria and Pakistan, respectively -- to determine the best
way to approach the issue with CHINA and the targeted
countries. Both agreed to contact us with an update on
OHCHR's efforts, particularly those of the SRs, in the
upcoming weeks.
2. (C) Syed, who had accompanied SR Nowak on his visit to
China in 2005, said he was keenly aware of the Uighur issue,
including the case involving the Canadian Uighur. He and
Weiner both noted that CHINA had a good record of responding
to communications from OHCHR but added that the quality of
those responses often left much be desired.
