CERTIFICATE APPLICATION FOR CROWD CONTROL EQUIPMENT FOR
UNITED NATIONS PROCUREMENT
1. Sierre Leone will hold its national elections August 11.
As part of election preparations, police advisors from the
United Nations Integrated Office in Sierra Leone (UNIOSIL)
are working closely with the Sierra Leone Police (SLP) to
increase its preparedness to respond to political violence.
Part of these preparations include ensuring the SLP are
adequately equipped to perform crowd control duties.
2. On the Government's behalf, the UNDP has ordered tear gas
cannisters and launchers from Combined Systems Inc. of
Pennsylvania. Post supports this application and kindly
requests Department's assistance to expedite the application
for a nontransfer and use certificate and license for the
Sierra Leone Police to import the following crowd control
equipment:

3. The United States applicant on the DSP-83 form is Combined
Systems Inc., 388 Kinsman Road, Jamestown, PA 16134. The
Foreign End User is the Sierra Leone Police.
4. Post's POCs are Pol/Econ Officer Martin Dale,
DaleMA@state.gov or RSO Bryan Scruggs, ScruggsB@state.gov.
Any assistance the Department can provide is appreciated.
