(U) POLOFF delivered policy guidelines on the Iran NIE (reftel) on December 13 to Michael Gaffey, Director, Middle East and North Africa Division, Department of Foreign Affairs. Gaffey took the points on board, saying that Ireland fully agrees that unified international pressure must be maintained on Iran to compel it to comply with UNSCRs 1737 and 1747, and to cooperate in good faith with the IAEA. ¶2. (SBU) Gaffey said that the EU would look to the UNSC to resolve this impasse in coming weeks. In the absence of substantive progress, however, Gaffey predicted that the EU would be ready to take stronger action during the January GAERC meeting. FOLEY
