1. (SBU) On May 6, Econoff delivered demarche (reftel) to Ms.
Abida Islam, Director, America and Pacific Wing, Ministry of
Foreign Affairs.
2. (S) On May 9, Ms. Islam reported to Econoff that
Bangladesh Bank (the central bank),through its Deputy
Secretary Ruhi Rahman, (8802) 955-4940, issued a letter 29

April directing HSBC and Sonali Bank to comply with UNSCR
1747. Econoff confirmed this directly with Ms. Rahman, and
requested additional details on accounts frozen, suspicious
transactions immediately before 1747 was enacted, and other
specific actions taken by the banks. Post will follow up
with that information if/when it is received.
