1. (S/NF) Per Ref A request, Post assessed whether the GOB
would object to US designation of the Kuwaiti-based Revival
of Islamic Heritage Society branch in Bangladesh (RIHS-B)
under E.O. 13224 and/or UNSCR 1267. Post does not believe the
GOB would object to designation under either authority. In
2005, post informed the GOB that RIHS operated in Bangladesh
and the GOB ordered the offices to cease operations. The NGO
Affairs Bureau, responsible for authorizing expenditure of
foreign currency funds by registered NGOs suspended RIHS-B's
authorization to receive foreign currency and conducted
additional scrutiny of expenditure authorization requests.
The GOB has previously informed Embassy that RIHS-B has only
a limited amount of foreign currency remaining in their
accounts (Reftel).
2. (S/NF) Post believes designation of RIHS-B would have
little if any impact on legitimate charitable services
provided by RIHS-B. As reported Ref B, the GOB claims it has
already conducted a survey of more than 400 projects funded
by RIHS-B to ascertain the legitimacy of the projects. The
GOB has also undertaken steps to ensure continued operation
of these projects. The steps include location of alternative
charitable organizations willing to assume responsibility for
the projects and extension of government services to
supplement or replace charitable services provided by RIHS-B.
The GOB's actions against RIHS-B and the impact of those
actions have not generated significant negative reaction in
Bangladesh. Given the prior actions of the GOB, we do not
foresee the need for assistance with providing further
replacement services to mitigate the impact of a designation
of RIHS-B.
