¶1. (U) PolOff delivered reftel demarche including the USG
proposed additional language and non-paper to Noel Kaganda,
Foreign Service Officer in Tanzania's Ministry of Foreign
Affairs and International Cooperation, Department of
Multilateral Cooperation. PolOff stressed the importance of
the implications of this decision to the future of
International Civil Aviation Organization's (ICAO) financial
planning.
¶2. (U) In response, Kaganda stated that he would forward the
non-paper to the relevant Ministry of Infrastructure and
Tanzanian Civil Aviation authorities, who are participating
in the 36th session of the ICAO Assembly in Montreal.
