1. (C) Econoffs delivered the referenced demarches to Deputy
Director for Civil Aviation Hassan Shamsin on June 27, 2007.
Shamsin seemed to understand USG concerns regarding aviation
safety issues and the European Commission's proposed
legislation to extend the EU's Emissions Trading Scheme (ETS)
to civil aviation. He stressed support for the need to
cooperate on international aviation safety oversight and
indicated that he would discuss the demarches with the
Director of Civil Aviation. Shamsin inquired if Syria would
be invited to attend the September ICAO Assembly in Montreal
and specifically requested a written invitation.
