OF GUINEA-BISSAU TO SECRETARY OF STATE
1. The Embassy of the Republic of Guinea-Bissau to the Republic of
Senegal has requested that we forward the following letter from the
new Minister of Foreign Affairs, International Cooperation and
Communities of the Republic of Guinea-Bissau, Maria da Conceicao
Nobre Cabral, to Secretary of State Condoleezza Rice, regarding the
Government of Guinea-Bissau's application to become a member of the
International Whaling Commission, agreeing to adhere to the
provisions and its understanding of the Commission. The following
is the text of the letter. The original will be forward to the
Department of State, AF/W, Washington, D.C. 20520 under registry
number 2483462.

Dear Madam Secretary:
The Government of Guinea-Bissau hereby makes application to become a
member of the International Whaling Commission.
The Government of Guinea-Bissau also hereby declares that upon
admission as a signatory member it will adhere to the provisions of
the International Convention for the Regulation of Whaling.
It is our understanding that membership in the International Whaling
Commission will commence with the deposit of this letter of
adherence at the United States Department of State.
