The Embassy of the Republic of Guinea-Bissau to the Republic of Senegal has requested that we forward the following letter from the new Minister of Foreign Affairs, International Cooperation and Communities of the Republic of Guinea-Bissau, Maria da Conceicao Nobre Cabral, to Secretary of State Condoleezza Rice, regarding the Government of Guinea-Bissau's application to become a member of the International Whaling Commission, agreeing to adhere to the provisions and its understanding of the Commission. The Government of Guinea-Bissau also hereby declares that upon admission as a signatory member it will adhere to the provisions of the International Convention for the Regulation of Whaling.
