1. (C) After demarches at the Presidency and the Ministry of
Foreign Affairs (MFA),DCM contacted Ambassador Mankeur
Ndiaye, the Director of Cabinet at the MFA. Ndiaye would say
only that the transition from the African Union (AU) Mission
in Sudan (AMIS) to a hybrid AU/UN peacemaking mission is
complicated by the Sudanese government,s regular
backtracking. DCM responded that we should collectively
insist that Sudan abide by its previous commitments.
2. (C) COMMENT: Although Senegal fully shares U.S. views on
Darfur, the Senegalese Government is not sanguine that the AU
is ready to demand that Sudan accept the Hybrid Framework
(Ref A). END COMMENT.
