¶1. (C) Further to our demarche (ref D),Prime Minister
Lansana Kouyate called the Ambassador on May 15 to state that
he had given firm instructions for Guinean representatives to
oppose Belarus's candidacy for the U.N. Human Rights Council.
¶2. (C) The Prime Minister said he had overturned the Guinean
Foreign Ministry's initial decision to support Belarus and
that he had also rejected a subsequent recommendation that
Guinea abstain. Kouyate said the Guinean government's
opposition to the Belarus candidacy reflected his own values
and his desire for the U.N. Human Rights Council not to
repeat the failures of the old U.N. Human Rights Commission.
