Over the last several months, Guinea has been in a state of upheaval as a grassroots social movement for change rocked the country at the highest levels. In March, a consensus government was appointed. Guinea's cabinet is now entirely comprised of new ministers and thus new leadership on trafficking in persons (TIP) issues. In this context, the government of Guinea, with the support of its NGO partners, has committed to continuing progress on combating TIP. By focusing on the issues surrounding prevention, protection, and prosecution, Guinea strengthens inter-ministerial collaboration and develops partnerships which have been used as the basis to address some of the country's other pressing concerns. ¶2. Although many activities in Guinea have been delayed or derailed by recent events, post received a significant number of proposals and inquiries on the anti-trafficking in persons projects. In particular, we were encouraged by the enthusiastic response by the government and their national NGO partners. In April, an interagency project selection committee met to review the ten proposals that were submitted. Many organizations in Guinea have not developed the experience in drafting proposals for funding by international partners. While the format of some of the submissions could be improved, we concluded that the ideas and initiatives at the foundation of the projects are sound and would provide necessary mechanisms for Guinea to continue its progress in combating TIP. Through the selection process, the committee identified three of the strongest proposals to submit for consideration by G/TIP. -------------- - Anti-Trafficking in Persons Proposal Summaries -------------- - ¶3. The following project summaries received the highest ranking among all of the submissions. Post has forwarded via email the full proposals listed in this cable to G/TIP Programs Coordinator for AF Amy LeMar-Meredith. -- Proposal One ¶A. Name of the Applicant: World Education ¶B. Requested Funding Amount: 345,000 USD ¶C. Project Title: Combating Exploitive Human Trafficking Through Education and Civic Participation in Guinea (PROTEGE) ¶D. Project Duration: Two years ¶E. Proposal Abstract: The PROTEGE Project partners will pilot education, awareness-raising, and capacity strengthening approaches to promote application of existing laws to prevent human trafficking and protect and recover victims. It will focus efforts in two source, transit and/or destination prefectures: Forecariah and Kindia. The project will test two models to expand delivery of essential services through a) government-sponsored Local Child and Family Protection Councils and b) community-driven Parents Associations and Friends of the School. The project will emphasize quality community-driven collection of data on human trafficking and action research on the causes and consequences of trafficking and child exploitation to support government efforts to establish a national database on trafficking and anti-trafficking efforts. The project will work with the US Department of State to ensure standardized measures of performance, and it will make efforts to encourage comparability of results with existing Government of Guinea interventions in Maritime, Forest and Upper Guinea. -- Proposal Two ¶A. Name of the Applicant: Ministry of Social Affairs and the Condition of Women and Children, National Direction of Preschool Education and Child Protection ¶B. Requested Funding Amount: Approximately 206,285 USD (722 million GNF) ¶C. Project Title: Supporting the Combat Against Trafficking in Children in Guinea ¶D. Project Duration: 18 months ¶E. Proposal Abstract: This project will build on an existing network established to protect children in the Forest Region and in Upper Guinea to enlarge its activities into the areas surrounding Labe and Kindia in Middle Guinea. The project will facilitate the care and protection of child victims by providing them basic services and psychosocial rehabilitation. It will bring NGOs into the process by training them to serve as plaintiffs on behalf of trafficking victims in legal proceedings and focus on the prosecution and punishment of traffickers. The lead implementer of this project is the office within the Ministry of Social Affairs that takes the lead on trafficking in persons issues for the government of Guinea. Through collaboration with other ministries and the members of the National Committee to Combat Trafficking in Persons, this project will establish 100 local protection committees in the cities of Mamou, Labe, and Kindia. The members of each of the local committees will be trained through a three part series that will focus on 1) protection principles for trafficking victims, 2) national and international legal instruments, and 3) techniques for psychosocial care. Through consciousness-raising at the most CONAKRY 00000483 002 OF 002 grassroots levels, the project will fully implicate communities and existing social networks in the fight against trafficking. -- Proposal Three ¶A. Name of the Applicant: Ministry of Security, Direction General of Judicial Police, Division of Social Police ¶B. Requested Funding Amount: Approximately 8,356 USD (29,246,739 GNF) ¶C. Project Title: Legal Assistance for Child Victims and Minors in Conflict with the Law ¶D. Project Duration: 4 months ¶E. Proposal Abstract: This project is designed as a crisis intervention to target victims in the aftermath of the recent violence and political upheaval in Guinea. The Division of the Social Police, which takes the lead on trafficking issues within the Ministry of Interior and Security would provide judicial assistance to child victims of violence and minors in conflict with the law. By focusing on this group, the project aims to identify potential and active trafficking victims and provide them with the legal aid necessary to resolve their individual situations. A key component of the project is to build mixed teams comprised of representatives from the police, Ministry of Justice, and NGO partners to collaborate with interventions in each of Guinea's administrative regions. By assembling these teams and providing the resources to collect data and evidence for each case, the project would fill a void caused by the large-scale destruction of case files and records caused by looting and violence during the recent general strikes and state of siege. By providing legal aid upcountry, the project would provide protection services which do not exist in the current environment. MCDONALD
