Maduwegedera and Deputy Director of United Nations and
Multilateral Affairs Division Satya Rodrigo on March 28.
Maduwegedera and Rodrigo were familiar UNSCR 1747 and stated
that the GSL intends to comply with its provisions, including
the obligation to report to the UNSC by May 24 regarding any
weapons sales between the two countries. Maduwegedera added
that complying would not create any problems for Sri Lanka.
2. (C) Maduwegedera stated that Sri Lanka and Iran have a
long diplomatic history, noting that Iranian Foreign Minister
Manouchehr Mottaki met with President Mahinda Rajapaksa on
March 22 while transiting Sri Lanka en route to the United
Nations in New York. Rajapaksa visited Iran in his previous
capacity as Prime Minister in early 2005. Maduwegedera said
that Iran was the second largest importer of tea from Sri
Lanka. Sri Lanka imports two thirds of its oil needs in the
form of crude oil. It imported approximately 3.1 million
metric tons of crude oil in 2006, 70 percent of which was
supplied by Iran. Maduwegedera also told us that FM Mottaki
agreed during his recent visit to send a commercial
delegation to Sri Lanka "within the next month."
