SUBJECT: SRI LANKA: 1206 FUNDING JUSTIFICATION FOR FY2008
1. (SBU) Embassy supports the allocation of fiscal year
2008 funds under the National Defense Authorization Act
(NDAA) section 1206 for installation of a high frequency
surface wave (HFSW) radar near Arugam Bay (Okanda) on the
southeastern coast of Sri Lanka. The total estimated cost of
this project is 8,070,880 dollars. Coupled with an
additional HFSW radar the Government of Sri Lanka purchased
to monitor its northeastern border and three 25-nautical mile
X-band radars granted to Sri Lanka using fiscal year 2006
NDAA section 1206 funds, the Okanda HFSW radar will enhance
the Sri Lankan Navy's maritime situational awareness and
allow Sri Lanka to monitor more than half of its coastal
waters. As a result, the Sri Lankan Navy will be better
equipped to stop illegal transport of weapons and supplies to
the proscribed terrorist organization Liberation Tigers of
Tamil Eelam (LTTE or "Tamil Tigers").
