1. (S/NF) Further to readout in reftel a, since early
December ORA has coordinated with EGIS regarding the case of
Mohammad Abu Ghazala, AKA Mansour Abu Layth (reported as
Mansour Abu al-Ghaith in reftel a).
2. (S/NF) Per refs b and c, EGIS advised that Egyptian State
Security (SSIS) had originally detained Ghazala following a
stop at a Sinai checkpoint, where he was discovered to be
traveling with a large amount of cash. After SSIS had
detained Ghazala, EGIS advised SSIS that Ghazala was wanted
for other reasons, and Ghazala was transferred to EGIS
custody. At that point, EGIS reps told us promptly that they
had advised their Israeli counterparts of Ghazala's
detention. EGIS recognizes Ghazala as a dangerous character
and has given every indication that they intend to treat him
as such.
