1. (C) We delivered the reftel demarche to MFA Cabinet
Advisor for the Levant Nazih Neggary December 6. Neggary
said the GOE position is in line with ours, i.e. for a rapid
election without additional conditions. He agreed that the
March 14 majority should not be pressed to make any more
compromises. He said it was important to make sure the
French were on the same page. Neggary noted that based on
the information he has seen, there are signs of tension
between Iran and Syria in the wake of Annapolis, and that the
pressure for additional compromises favoring the Lebanese
minority was not necessarily coming from Syria, but rather
Iran.
2. (C) Note: Neggary expressed a strong personal concern
December 4 that the combination of Syria's inclusion at
Annapolis, the recently released intellgence assessment on
Iran's nuclear weapons program, and the likely impending
Sleiman presidency would embolden Syria and Iran, especially
in Lebanon.
