(C) Poloff delivered reftel demarche to Alaa Al-Hadidy, Minister Plenipotentiary for the Ministry of Foreign Affairs, July 22. Hadidy agreed that objectives in reftel (i.e. Iraq, Lebanon, the Israel-Palestinian conflict, WMD proliferation, and terror) should all be addressed at the meeting, and in the official statement. He also agreed the overall concept should be of partners and friends, and expressed a GOE desire for continued momentum on the Israel-Palestinian issue following the President's July 16 speech. ¶2. (C) Hadidi offered a draft text (ref b),which included these elements, and asked we convey to Washington. Hadidi asked that we not/not share this text with any other government, as the GOE has not itself shared with any other government. RICCIARDONE
