1. Per reftels, Post delivered invitations to the Argentine
Central Bank President Martin Redrado and Ministry of Economy
and Production Felisa Miceli on March 21. At the request of
the Central Bank, Post sent similar letters and information
on the conference to the GoA's Financial Intelligence Unit
President, Dr. Rosa Falduto, and National AML/CTF Coordinator
Juan Felix Marteau. Post also sent letters to the Presidents
of Argentina's four major banking associations, urging
participation. Post has also forwarded information on the
conference to the Director of Argentina's revenue authority,
Alberto Abad, at his request.
2. We understand that Zenon Biagosch, Vice Superintendent of
Banking Supervision, and Alfredo Besio, also in the Banking
Supervision Department, will represent the Central Bank at
the conference. Carlos Carbonari, Director of the Economy
Ministry's AML/CTF office, will represent Minister Miceli.
Juan Felix Marteau and Rosa Falduto have expressed interest
in attending the conference, but have not yet confirmed their
participation. We also understand that several Argentine
banks are planning to attend the conference, and will forward
details to State and Treasury when we receive them.
