(SBU) Per Ref A request, post carried out a pre-license check on Buccello y Asociados, purportedly based in Buenos Aires, on December 12. It is Post's opinion that the company will not/not be a responsible recipient of United States Munitions List items. Post was unable to establish any bona fides of Buccello y Asociados, including whether or not it has any current business operations. ¶2. (SBU) Blue Lantern Officer went unannounced to business address on December 12. (Since no phone number was included in Ref A, making an appointment was impossible.) The location is a residential building. The woman who answered the door, and claimed to be the owner of the apartment, stated that while her ex-husband had indeed rented the apartment to Mr. Buccello in the past, Buccello had left in early 2006. (The doorman confirmed that Mr. Buccello had not maintained an office there since March, 2006.) She added that mail still arrives there for Mr. Buccello and/or Buccello y Asociados, and that a messenger comes periodically to pick it up, but that she has no personal knowledge of whether or not Buccello y Asociados is still operating in any way. ¶3. (SBU) Considering that Buccello y Asociados has not been physically located since 2006 at the alleged business address used in 2007 in support of its license request, Post does not/not recommend approval of the request.
