1. (C) In response to Embassy demarches that relayed points
in reftel A, Argentina's Acting Director for International
Organizations Manuel Fernandez Salorio told poloff that the
GOA will likely support the USG on no-action motions and
country-specific resolutions at the United Nations Third
Committee, "barring unspecified surprises or drastic
alterations to texts of country-specific resolutions."
Emphasizing Argentina's strong support of human rights and
the need for open, frank dialogue, Minister Salorio noted
that Argentina typically concurs with the U.S. position on
no-action motions. He indicated that the GOA's voting
patterns will likely mirror its votes on the same issues
during the 2006 Third Committee session, with the GOA
supporting the resolution against the DPRK, Burma, Iran and
Belarus, and voting against no-action motions.


2. (SBU) Salorio speculated that the GOA would support and
consider co-sponsorship of the U.S. resolution against
state-sanctioned rape (reftel B),but commented that the
resolution is being studied by the MFA's Offices of Human
Rights and Women's Affairs.


3. (SBU) Salorio was less familiar with the resolution to
support the UN Elections Program. Poloff shared the provided
background, after which Salorio agreed to further research
the topic. Post will follow up with Salorio and provide GOA
response as available.
