Counselor Villegas Beltran told poloff that, "in principle", he will attend the Global Futures Forum (GFF). Per ref C, post extended an invitation to participate as a panelist and he indicated an interest in serving on one of two discussion panels: 1) "Teaching, Learning, and Genocide Prevention" or 2) "The Responsibility to Protect". He recognized that the first already has a large number of panelists and the second included all Canadian speakers. Nevertheless, he offered to serve as a panelist should forum organizers have an interest. ¶2. Villegas Beltran expressed appreciation for obtaining more information about current and past GFF participants, noting that he knew a number of the panelists scheduled to participate in the genocide prevention forum.
