1. (C) MFA EU and Foreign and Security Policy Department
Head, Zsolt Pataki, provided Hungarian views on reftel
demarche with Charge d'Affaires on 12 October. Pataki stated
that the EU has already developed language agreeing to start
discussions regarding additional sanctions related to Iran's
non-compliance with its international obligations. He added
that the Italians and Austrians had softened the language but
felt that it still moves the EU in the direction we were
advocating.
2. (C) In a separate meeting related to reftel b with Andras
Dekany, Head of MFA's EU Relations and Crisis Situations
Section, Dekany provided POLOFF MFA comments on Chad and
Kosovo. Stressing the importance to support the proposed EU
mission in Chad, Dekany noted that although Hungary has
limited military capabilities and no embassies in the region,
the MoD may provide staff officers to the operation's
headquarters in France. On Kosovo, Dekany emphasized the
importance of providing "tangible prospects" to Serbia on a
path towards EU membership, mentioning a "visa-free regime"
as one possibility. He stressed that the EU must come to
consensus on the Kosovo question as this is "their mission in
the Balkans." Asked as to the possibility of EU troops
remaining in the region without a UNSC resolution, Dekany
expressed concern as to the prospects of separating the
"status issue" - independence - from the "legal issue" -
European Defense Security Policy, raising questions as to the
Hungarian position on UNSCR 1244 authorizing troop
deployments to the region.
