1. (C) Discussing the reftel draft resolution, the MFA
Security and Non-Proliferation Deputy Department Head, Gabor
Horvath, stated the GOH will review any proposed EU position
before establishing an official position. Horvath said that
if a consensus EU position is put forward, Hungary would
follow that position. Acknowledging that France's
anticipated position makes EU consensus unlikely, Horvath
commented that Hungary would look closely at the UK's and
France's views before moving ahead.
2. (C) Comment. Acknowledging U.S. efforts outlined in the
talking points as positive, Horvath expressed appreciation
for the draft resolution, as the GOH had no previous
information concerning the proposal. However, the Hungarian
response reflects a continuing MFA reluctance to move out
ahead of the EU pack on most issues. End comment.
