(C) Deputy Political Chief received feedback on March 12 to
reftel demarche from MFA Deputy Director Edward Iosiper who
confirmed that, following careful examination across various
GOR Ministries, there was no Romanian Civil Society or
Democracy Programming directed for Iran. He did note that
the U.S. demarche has generated within the Romanian
Inter-Ministry Commission discussion about what types of
programs Romania might want to do along these lines. Iosiper
said that currently the discussion has been limited to
offering possible fellowships for Iranian students--not
exchanges--especially in the fields of political or social
science and journalism. He said that the MFA would consult
with the U.S. as the GOR develops a possible civil society
program, which will probably be within an EU framework.
