Jean-Arthur Regibeau assured polmiloff on Sept. 13 of full
Belgian support for assuring that international monitors be
part of any technical assistance provided to Syria in the
context of a EU-Lebanon/Syria civilian border control
mission. He said that Belgium would insist that "Lebanon"
also be noted as a recipient of EU assistance for border
control, as requested in Ref D. More broadly, Regibeau
affirmed that Belgium agrees that Damascus should not be
rewarded for violating UNSCRs or trying to destabilize
Lebanon's democratically-elected government. In a later
conversation with Regibeau and Belgium's representative to
the Sept. 14 PSC, both agreed to be vocal in expressing
support for the position the U.S. is advocating on the
civilian border monitors issue.
