1. (C) Rudi Brieven, head of Belgium's UNSC cell, assured us
on September 14 that Belgium would "of course be supportive"
of a new resolution condemning Burma's human rights record.
The Belgians agree with the idea of placing a presentation to
the UNSC by Special Envoy Gambari a footnote into the record.
2. (C) At the same time, Brieven noted, Belgium questions the
"push" for a new resolution when it is known in advance that
two permanent rep countries - China and Russia - will veto
it, as happened with the resolution presented in January 2007.
3. (SBU) Action Request: Post would appreciate guidance in
order to reply to this question.
