2. On May 3, 2007, post received Diplomatic Note No.
IR/200783 from the Government of Barbados requesting air
transport rights in the United States on behalf of Air
Jamaica. Please see full text of the Diplomatic Note in para

Government of Barbados.


3. Begin text of Diplomatic Note:

No.IR/2007/83

The Ministry of Foreign Affairs and Foreign Trade of Barbados
presents its compliments to the Embassy of the United States
of AMERICA and has the honour to refer to the Air Services
Agreement between the Governments of Barbados and the United
States of AMERICA signed on April 08, 1982.

The Ministry has the further honour to refer to its Note Ref.
No. 0881/A36 dated 26 September 1996 and inform the Embassy
of the United States of AMERICA that, pursuant to Article 3
of the above mentioned Agreement and Annex I of the
Agreement, the Aeronautical Authorities of Barbados hereby
designate Air Jamaica Limited to conduct international air
transport between Barbados and Fort Lauderdale. In this
regard, and noting that, based on section B of Annex I of
said agreement, the Government of Barbados may select four
points in the United States for airlines designated by that
Government, it is also notified that Fort Lauderdale is one
of these points.

Air Jamaica Limited is the national airline of the Government
of Jamaica which is a member State of the Caribbean Community
(CARICOM),of which the Government of Barbados is also a
Member. In this regard, the Aeronautical Authorities of the
United States of AMERICA are asked to recall paragraph 3 of
Section II (Cooperation in Regulatory Arrangements) of the
International Civil Aviation Organisation (ICAO) Resolution
A35.18 entitled "Consolidated Statement of Continuing ICAO
Policies in the air transport field", whereby the ICAO calls
upon Contracting States of ICAO to recognize the designation
of an airline of a developing State which is substantially
owned and effectively controlled by another developing State
or nationals of that State within the same economic and
regional grouping to exercise route and other air transport
rights on behalf of the designating State. It is on this
basis that the Ministry urges the Aeronautical Authorities of
the United States of AMERICA to give early and favourable
consideration to this request to enable Air Jamaica Limited
to engage in the services as provided for in paragraph 2 of
Article 3 of the Air Services Agreement.

The Ministry of Foreign Affairs and Foreign Trade of Barbados
avails itself of this opportunity to renew to the Embassy of
the United States of AMERICA the assurances of its highest
consideration.
